Workshop on 2023 IMO GHG Strategy and Green Shipping Transition in Africa

IMO, in collaboration with the Kenyan Ministry of Mining, Blue Economy and Maritime Affairs, and in partnership with the Danish Maritime Authority, is organizing a Regional Workshop on implementation of the 2023 IMO GHG Strategy and the Green Transition of Shipping in Africa. The 2023 IMO GHG Strategy represents the main global framework for climate action by the international shipping sector.

Date: 6 – 7 February 2025

Place: Mombasa, Kenya

The workshop aims to provide a platform for participants to exchange experiences, discuss challenges and opportunities towards developing an African maritime decarbonization needs assessment and action plan.

Topics of discussion include IMO’s climate action, recent studies on the effects of climate measures on African shipping, energy-efficient technologies for ports and ships, electrification of ferries and National Action Plans (NAPs) for a long-term energy transition. 

The workshop will explore collaboration with energy and port sectors and financing options, in preparation for the expected entry into force of the IMO mid-term GHG reduction measures in 2027. Where applicable, follow-up to IMO IMSAS audit findings with respect to improving national implementation of MARPOL Annex VI will be considered. Building on IMO’s 4th Innovation Forum discussions, the workshop will align with IMO regional offices and projects, notably the IMO GreenVoyage2050 Programme and the Maritime Technology Cooperation Centre (MTCC) Africa.

Day 1

  • Next steps in operationalizing relevant AAMA resolutions and developing an African maritime decarbonization needs assessment and action plan

  • Update on relevant AAMA resolutions on Africa’s role in the reduction of GHG emissions from international shipping

  • Shipping in Africa: state-of-play, trends, and projections in maritime trade and port operations

  • Interactive group session: towards developing an African maritime decarbonization needs assessment and action plan

  • Sustainable shipping governance

Day 2

  • Shipping and port infrastructure development

  • Interactive break-out sessions: partnerships; policy development needs, finance needs/access; private sector/industry perspectives, needs assessments

  • Job creation and training skills

  • Wrap-up: preliminary outcomes, recommendations, regional and national follow-up actions
