Sub-Committee on Carriage of Cargoes and Containers (CCC 10) - Closing remarks

ADDRESS OF THE IMO SECRETARY-GENERAL AT THE CLOSING OF THE TENTH SESSION OF THE SUB-COMMITTEE ON CARRIAGE OF CARGOES AND CONTAINERS (CCC 10), 16 to 20 September 2024

Madam Chair, distinguished delegates,

We have come to the end of the 10th session of the Sub-Committee on Carriage of Cargoes and Containers and I would like to briefly acknowledge some important achievements of the week:

  • Finalization of the draft interim guidelines for the safety of ships using ammonia as fuel. I am very pleased to see your Sub Committee having managed to complete these important guidelines at this session. I am sure you will continue to support the achievement of IMO’s decarbonization goals. 
  • Finalization of the comprehensive review and the draft amendments to the IGC Code.  
  • Agreement on draft amendments to the IMSBC Code, which will, once it has been finalized by the Editorial and Technical Group (E&T) next week, be submitted to MSC 110 for adoption, following finalization by the E&T Group next week, and
  • Finalization of the revision of resolution A.1050(27) to ensure the safety of personnel entering enclosed spaces on board ships. 

I wish to thank your Chair, Ms. MaryAnne Adams of the Marshall Islands, ably supported by your Vice Chair, Mr. David Anderson of Australia, who have once again led the Sub-Committee very successfully, which is particularly noteworthy given the heavy workload at this session with many important tasks.

Noting that this is your last session as the Chair, on behalf of the Sub-Committee and the Secretariat, I also wish to thank you for the excellent service provided over the last five sessions of the Sub-Committee. 

I congratulate Mr. David Anderson (Australia) on his election as Chair of the Sub-Committee for 2025 and wish him good luck and every success in the year ahead. 

I also would like to congratulate Mr. Christian Allgeier (Germany) the Vice-Chair on his election and wish him every success.

My thanks also go to the Chairs of the working and drafting groups and the Editorial and Technical Group (E&T) who ensured the successful outcome of their respective groups in particular:

  • Mr. Allgeier (Germany), having also chaired last week the first session of the Intersessional Working Group on Development of Technical Provisions for Safety of Ships using Alternative Fuels
  • Mr. Linsner (Marshall Islands)
  • Ms. Sadoff (United States)
  • Dr. Ota (Japan), also chairing E&T 41 next week
  • Ms. Poupaki (Kingdom of the Netherlands)

I would like to take this opportunity to bid farewell to an esteemed representative from the UK delegation, Mr. Bill Liddell, who has been attending IMO meetings for the past 25 years. 

I am grateful for the efforts of the Maritime Safety Division, who led the preparations for this meeting, for the dedication of all the staff of the Secretariat, who work tirelessly to provide the required professional support to meet your expectations. I also take this opportunity to express my thanks to the interpreters, who once again have facilitated our seamless communication during our meeting.

I wish you all a restful weekend, and a safe journey to your destinations.
