Description: The EEAA is an agency of the Ministry of State for Environmental Affairs. The National Oil Spill Contingency Plan aims at preventing and mitigating the adverse effects of such accidents and spills by setting the framework for the necessary response by various authorities. The management of the plan is based on a partnership between the EEAA, the coastal governorates and the Ministries of Petroleum, Maritime Transport, and Tourism. EEAA, where the Central Operations Room is located, plays a central role in this respect by coordinating the required intervention and mitigation activities. The Central Operation Room (COR) operates 24 hours a day, 7 days a week. EEAA has also established a National Hazardous Substances Information and Management System to initiate the management system for hazardous substances in Egypt.

Description: The EHSIMS management system provides basic guidelines and information to ensure safe handling of hazardous substances. This system includes all hazardous substances imported and locally produced. This system also enables coordination within the competent ministries and authorities (composed of the six line ministries, Customs Authorities and Authority for Civil Defense) in implementing the management system for hazardous substances via a database and a unified permitting form and full capability for tracing hazardous substances since their entry to Egypt through to their final use. The emergency telephone numbers are available 24/7.

Description: EMARSGA is a regional intergovernmental centre for mutual aid during emergency. It operates under the umbrella of the Regional Organization for the Conservation of Environment of the Red Sea and Gulf of Aden (PERSGA) that joins the states of Djibouti, Egypt, Jordan, Saudi Arabia, Somalia, Sudan and Yemen. The mandate of EMARSGA is to coordinate between the competent national authorities of the Red Sea and Gulf of Aden coastal States, who are Contracting Parties to the Jeddah Convention 1982, to provide timely and precise implementation of the provisions of the Regional Protocol on Prevention of Pollution of Oil and other Hazardous Substances 1982; to assist and provide information and advisory services; and to facilitate cooperation in the case of emergency or release of oil or any other hazardous substance. EMARSGA also organizes regular training and capacity building workshops on preparedness and response to pollution of oil and other hazardous substances; and assists the Contracting Parties in the development and updating of their National Contingency Plans. Upon request, EMARSGA provides Contracting Parties with expert advice from its base in Hurghada, Egypt, or at the site of the accident. The Center has developed a rich database of regional and international experts and oil pollution combating facilities and maintains and employs the use of a predictive oil, chemical and air trajectory models. EMARSGA also contributed to the preparation of the Regional Protocol on Personnel, Material and Equipment Across-boarders Mobilization During Emergency, in collaboration with PERSGA Headquarters in Jeddah, Kingdom of Saudi Arabia.

Description: The purpose of ANPE (an agency of the Ministry of Environment and Sustainable Development) is to take part in the development of the government’s general policy regarding the fight against pollution and the protection of the environment, and its implementation through specific and sector-based actions. General activities lying within the scope of the national plan of development are also performed by the ANPE. ANPE also assists relevant authorities with identifying measures aimed at ensuring the preservation of the environment, and measures of prevention against the natural or industrial risks and disasters; and also assists them to fight against all sources of pollution and nuisance, and against all forms of environmental degradation.
