Description: DEMA is a Danish governmental agency under the Ministry of Defence. By the Preparedness Act, which came into force on 1st January 1993, the former fire service and civil defence were integrated into one single-strand rescue preparedness service. The Chemical Division of DEMA provides expert advice and assistance to authorities in incidents involving hazardous or unknown substances. DEMA performs sampling and chemical analyses of hazardous and unknown chemical substances; and provides a consulting service on all aspects of dangerous chemical substances. DEMA also provides assistance at damage sites, and provides information on hazardous substances, including the "Guidebook for Emergency Response to Hazardous Materials Incidents" and "Manual for Response to Hazardous Materials Incidents"; advisory services, including the National Response Center; as well as education and research. DEMA provides assistance 24/7. For on-site assistance, allow 12-18 hours of response time for equipment assistance, including operators for equipment.

Description: The Danish EPA's spheres of activity concentrate on preventing and combating water, soil and air pollution. The EPA belongs under the Danish Ministry of the Environment and has some 300 employees. The Danish EPA is responsible for the marine environment, i.e. water quality and assessment of biological conditions, marine fish farms, dredging, and administration of the Marine Environment Act, and also administers regulation of ship-based pollution and off-shore activities.

Description: The Ministry of the Environment defines environmental policies, sets administrative controls and makes strategic plans at national level. The Ministry also sets targets for environmental protection, oversees international cooperation, and drafts and develops environmental legislation. Finland’s 13 regional environmental centres implement environmental protection measures and ensure that environmental legislation is observed in their respective areas. They also advise and supervise the local municipalities and certain commercial companies in arranging the pollution preparedness and response. When necessary, the Regional Environmental Center also participates in response operations.

Description: The Finnish Environment Institute (also known as SYKE, after the Institute's Finnish acronym) is both a research institute, and a centre for environmental expertise. SYKE is the competent government pollution response authority in Finland and is in charge of measures against pollution incidents at open sea and whenever severity of an incident so necessitates. SYKE is also the nationally appointed competent authority that is empowered to request and give international assistance in response to marine pollution caused by oil or other harmful substances. SYKE's expert services can provide vital expert assistance on a wide-range of environmental issues for administrators, local authorities, industries, firms and other organisations. SYKE's chemical information service offers advice related to using chemicals, and their environmental impacts. Information about particularly significant chemicals is also available in special chemical fact-sheets, and in an extensive register of environmental information related to chemicals, which includes details of how chemicals spread and break down in the environment. Description: Cedre is responsible, on a national scale, for documentation, research and experimentation on pollutants, their effects and the response means and tools that can be used to combat them. Its expertise encompass both marine and inland waters, and it is financed both by subsidies and by public and private contracts. More than 25 years of experience at the international level has given Cedre an exceptional knowledge of risk analysis methods, crisis management and response techniques. This expertise applies to industrial plants, harbours, coastal areas and inland waters. A fundamental part of Cedre's mission is an advisory service, which provides those in charge of spill response with information on the pollutants, their behaviour, the related risks, the best response methods and techniques, the products and equipment to use, and operational data management. Audit services for emergency response plans and equipment recommendations are provided for all situations.

Description: REMPEC assists, provides information and advisory services to, and facilitates cooperation in cases of emergency amongst, the competent national authorities of the Mediterranean coastal States and the Contracting Parties to the Barcelona Convention and its Prevention and Emergency Protocol (Albania, Algeria, Bosnia and Herzegovina, Croatia, Cyprus, the European Community, Egypt, France, Greece, Israel, Italy, Lebanon, GSP Libyan Arab Jamahiriya, Malta, Monaco, Morocco, Serbia-Montenegro, Slovenia, Spain, Syria, Tunisia, Turkey). In case of an HNS spill or release REMPEC can provide the Contracting Parties, upon request, with expert advice at the site of accident, utilizing the services of experts of the Mediterranean Assistance Unit (MAU). At present the Centre has a Memorandum of Understanding with CEDRE, ICRAM and FEDERCHIMICA (Association of the Italian Chemical Industry), for participation in MAU. The TROCS database, containing information on some 700 chemical substances and 230 crude oils and refined petroleum products, and on dealing with these in case of spill or releases, can be downloaded free of charge from the Centre's website. Between 2001 and 2005, REMPEC also developed a comprehensive Mediterranean Integrated Decision Support Information System (MIDSIS-TROCS), which is based on the TROCS database, and comprises inter alia a series of decision trees, guidance on response to chemical and oil spills, links to the relevant pages of HELCOM Manual on Chemical Pollution, and summary descriptions of past incidents. MIDSIS-TROCS is at present available only as a CD and is distributed to the national authorities of the Contracting Parties and to the relevant international organizations.

Description: SASEMAR is a public company that belongs to the Spanish Ministry of Transport.
