Building maritime Somalia
As part of IMO's capacity building programme for Somalia, the second technical workshop on assisting Somalia establish a national maritime administration is being held in Addis Ababa, Ethiopia (10-13 Nov). Participating are senior technical personnel cutting across legal, port management, administration and the coastguard, from the Federal Government of Somalia, Somaliland, Puntland and Galmudug. Focus on civil liability
The civil liability regime provided the special focus for a
regional seminar and interactive workshop conducted by IMO and hosted by the
Government of Malaysia in Kuala Lumpur (November 4-6). The
seminar consisted of training modules on the treaty-making process, maritime
policies and legislative drafting, covering several IMO conventions.
Participants came from 11 East Asian countries. IMO’s Dorota Lost was in
attendance.

Refining oil spill preparedness
IMO’s Colleen O'Hagan is participating in a training program
on oil spill preparedness, response and assessment in Yeosu, Republic of Korea
(3-7 Nov). Funded by the Asia-Pacific Economic Cooperation (APEC), the program
is being attended by government representatives from a number of APEC countries
and run in collaboration between the Ministry of Oceans and Fisheries of the
Republic of Korea and the Korea Marine Environment Management Cooperation
(KOEM).

New Georgian Ambassador visits
The new Ambassador and Permanent Representative of Georgia
to IMO, H.E. Revaz Gachechiladze, paid a courtesy call to IMO HQ today, and
presented his letter of credentials to Secretary-General Sekimizu. Georgia has
been a member of IMO since 1993.

Seabed synergy
Mr Michael W. Lodge, Deputy to the Secretary-General and Legal Counsel, International Seabed Authority (ISA) on Monday (4 Nov) spoke to the London Dumping Convention and Protocol Parties about recent developments with regard to exploration and exploitation of sea-bed mineral resources. He also met with IMO Sec-Gen Sekimizu. (click for more).
Energy efficiency workshop
Senior government administrators responsible for implementation and enforcement of MARPOL, from 15 Mediterranean region countries, are in Istanbul attending a regional workshop (3-5 November) on ship energy efficiency and technology transfer. The workshop was organized by the Regional Marine Pollution Emergency Response Centre for the Mediterranean Sea (REMPEC). (click for more).
Degrees in hand
On Sunday, 2 November, the Chancellor of the World Maritime University (WMU) and IMO Secretary-General Sekimizu, conferred postgraduate degrees on the WMU's Class of 2014. In total, 124 students graduated from the Malmö-based M.Sc. program in Maritime Affairs, 47 from the M.Sc. program in Dalian, China, 36 from the M.Sc. program in Shanghai, China, and 19 from the distance-learning Postgraduate Diploma in Marine Insurance.
Marine waste - Parties meet
Parties to the London Convention and Protocol on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter are in session this week (3-7 November) at IMO HQ, chaired by Mrs. Milburn-Hopwood (Canada). (Click to read more)
Safety and security along the Maritime Silk Road
IMO and the Maritime Safety Administration of China have organized a Sub-regional seminar on
Maritime surveillance monitoring and communication systems for maritime
security in Qingdao, China, from 27 to 30 October 2014. Representatives
from different Asian countries attended the event and discussed the
establishment or enhancement of maritime situational awareness systems,
